人口贫困是人口经济贫困与精神贫困的聚合。三峡库区的人口贫困影响所在区域的经济社会发展,制约着库区的产业发展、经济增长、资源环境的持续利用与开发,衍生出诸多的社会问题,加大公共治理的难度。

Population’s poverty refers to both economic poverty and spiritual poverty.Population’s poverty in Three Gorges Reservoir Area affects its economical social development and restricts Reservoir Area’s industry development,economic growth,the sustainable use and development of resources and environment.Thus,it derives series of social problems and increases the difficulties of public governance.
