Therefore in order to promote the balanced, orderly, continuous and healthy development of the teaching staff of primary and secondary schools in Chongqing, it is necessary to understand a variety of practical problems effectively and explore effective measures actively, which will assure the target that Chongqing will be the education center in the upper reach of the Yangtze River and the western region of China can be reached.
