文化:软实力、硬实力及其相互关系

THE CULTURE:SOFT STRENGTH,HARD STRENGTH AND THEIR MUTUAL RELATIONSHIP

文化,作为民族精神的核心,包含不可或缺的两个层面的内容——软实力与硬实力。然而二者的关系如何,孰为文化之根本?为了澄清对二者关系的错误认识,并寻求文化发展和国家综合国力提升的有效途径,本文将从阐释文化的内涵着手,从而揭示出文化软实力对硬实力的决定作用,软实力已成为一个国家崛起的重要标志,在大力倡导工业、经济、科技等硬实力的同时,不可忽视软实力的作用;并进一步将二者的关系置于如下关系中考察,即知识体系与实践经验、"学"与"术"。从中揭示出惟有坚持学理的研究和构建,坚持文化软实力的提升与发展,才能实现学术的真正独立,文化的真正进步,综合国力的真正提升。

As the core of nation spirit, the culture contains two aspects soft power and hard power. What is the relationship between them？ Which is the basic spirit of culture？ In order to clear up the misunderstanding of the relationship, and search for an effective way to develop the culture undertakings and promote the comprehensive national strength, this article will begin with the meaning of the culture. Based on the meaning of culture, the article reveals the decisive role of soft power to hard power. We should not neglect the function of soft power while we are enhancing hard power development such as industry, economy, and technology. Moreover the relationship between soft power and hard power is just like the relationship between knowledge and practical experience, and also like the theory and technology. At last, we can draw some conclusion from the analysis that persisting in developing the theory is the most important way to achieve the academic independence, make culture progressive and make the country strong and prosperous.
