The development level of modem service industry indicates the degree of economic development of a region. The development of modem service industry plays an increasingly important role on building harmonious society, expanding employment and optimizing economic structure. By analyzing the change of economic activities from manufacturing - based to service - led economy, it demonstrates and predicts the role of expanding employment and optimizing economic structure. At last, it proposes focus and countermeasure accelerating the development of modem service industry in Heilongjiang Province.
