Studying the Sustainable Transport and the Potentials for Developing Railway

可持续发展，对交通运输的发展提出了新的要求，为此，应明确交通运输可持续发展应遵循的原则，通过外部成本内部化及可持续的运输政策，实现对铁路价值的重新认定，在我国的交通运输体系中应以铁路为主动脉，积极发展高速铁路，公路、水运、管道、航空均衡发展，协调配合，以达到较高运输效率和较低社会成本，促进经济社会的可持续发展。

Sustainable transport put forward new need for the development of communications and transportation, for this reason, the principles followed by the development of sustainable transport should be defined. By means of internalizing external cost, sustainable transport policies, the value of railway transport should be recognized once more. In China the artery of communications and transport system should be railway, high speed railway should be developed positively, the road transport, water transport, pipelines and civil aviation should develop harmoniously and cooperate with each other to reach higher transport efficiency and lower social cost, and promote the sustainable development of economy and society.
