欠发达地区乡村治理的动力机制与发展模式研究——以皖北为例

The Dynamic Mechanism and Development Model of Chinese Rural Governance

皖北乡村治理中各种日益突出的矛盾,已经成为该区域经济和社会发展中的一个不容回避的问题。建立一个治理和善治的皖北乡村社会,必须深化农村产权制度改革,发展农村经济组织,促进农村利益集团的成长,建立农民利益的政治表达机制。本文在此基础上探讨了欠发达地区乡村治理的发展动力与运行机制,提出了参与主体多元化的协同治理的乡村治理发展模式。

The various contradictions of Chinese rural governance have become increasingly prominent,which have become an inevitable problem in the economic and social development.To put the rural society in governance especially good governance,we must deepen the reform of rural property rights system,develop rural economic organizations,promote the growth of rural interest groups,and establish a mechanism of political expression for the interests of farmers.On this basis,this article discusses the power for the development and operating mechanism of rural govemance, puts forward the development model of rural governance which involves the participation of diversified subjects in cooperative governance.
