大河源区生态地质环境安全关系整个流域乃至全国生态环境安全和社会经济发展。系统脆弱性、开发利用不合理、经济快速发展、管理中存在的不足使我国大河源区生态地质环境安全面临严峻挑战。维护地质格局的安全稳定、保障水热系统的健康安全、维持生物体系的动态平衡、保证开发利用的科学合理是大河源区生态地质环境系统共轭管理的目标要求。需由认知技术系统、开发利用技术系统、人类活动协调技术系统和生态地质环境安全防护技术系统组成的纷繁复杂的技术体系的支撑,建立一个具有综合科研能力、较强协调能力和人类活动最终否决权的管理机构;构建多元的经费保障机制;加强法制建设和生态环境意识教育,加强生态学、环境科学、生态工程学等相关学科技术研究,提高科技支撑能力,创建环境友好型高效经济发展模式,才能保证共轭管理的实施。

The security of the ecology and geology environmental system of large river source region is directly connected with the entire valley and even with the ecologic safety and the social and economic development of the country. The problems like the vulnerability of the system itself, the unscientific exploitation, the demand of the rapid economic development and the departments sectioning in current administration make the security of the ecolo- gy and geology environmental system of large river source region in our country face severe challenges, the conjugate management becomes the necessity in maintaining the continued security of the ecology and geology environmental system of large river source region.
