中国事业单位改革：一个概念性框架

China's Public Service Units Reform:A Conceptual Framework

事业单位改革是当前中国行政管理体制改革的重要领域和内容之一,科学、全面和深入地规划事业单位改革的总体框架和方向,对于成功地推进事业单位改革具有重要的意义。与此前关于事业单位改革的研究不同,本文从组织理论和公共服务可抉择模式出发,论述了政府与事业单位之间关系以及政府在事业单位改革中的角色,并提出以基础性公共服务供给和公共服务均等化为总体原则,对事业单位改革的总体分类思路以及财政、人事和治理结构等提出了一些框架性构思。

Because of the numbers and domains of Public Service Units, there exists many difficulties and problems of Public Service Units reform, which is far lagging the economic system reform. Yet Public Service Units Reform is one of the most important areas of China＇s administrative reform, it is also important and necessary for us to scientifically, completely and deeply plan the framework and policies of public service units reform to successfully deepen the reforms. Comparing with the earlier research of public service units reforms, this article discusses the relationship between the governments and public service units from the perspective of organizational theory and public service delivery theory, and proposes some ideas about promoting the further classifications of public services units. It also provides with the financial, personnel and governance structure under the principles of basic public service deliveries and basic public service equalization.
