Government Performance Evaluation System of Township Governments in Course of New Rural Construction

乡镇政府绩效体系对于社会主义新农村建设成败具有极为重要的影响。乡镇政府绩效评估体系既要体现新农村建设对乡镇政府的新要求,又要符合乡镇政府的角色与职能,并遵循可操作性、服务导向性、系统性、独立性和差异性原则。本文基于新农村建设的发展目标,提出了一个体现对乡镇政府发展新要求的绩效评估框架。

The construction of township government performance evaluation system is essential because it has significant effect on the success or failure of new rural development programs. The construction of the appraisal system should not only consider the new responsibilities of township government in the course of new rural development, but also accord with the roles and func- tions of township governments. In addition, the construction of such system should follow some common principles of exercisablity, service orientation, systematization, independence and difference. According to the aims of new rural development programs, the author tries to design a Township Government Performance Evaluation System.
