摘要
乡镇是目前中国最尴尬的一级政府,建设服务型乡镇政府是其唯一出路。服务型乡镇政府在价值和体制的各个方面和层次都与现行政府模式有本质差别。本文认为,构建服务型乡镇政府的路径在于:培育服务型乡镇行政文化以提供价值支撑,深化行政体制改革以提升乡镇政府的服务能力,打造多元合作、民众考核为主的乡镇运行机制,以保证服务型乡镇政府功能的实现。
The solely way out for the township government, the current most embarrassed government level in China, is to build a service - oriented government. There are essential differences between service - oriented government and current government in values and institution. So this paper proposes the following ways to construct a service - oriented government at township level ： cultivating service - oriented administrative culture to provide value support, deepening administrative institutional reform to promote government capacity in public service, and creating a multi - collaborative and people - assessed working mecha nism to realize the functions of a service - oriented government.
