On the Proactive Fiscal Policies:Path Dependence and Structure Transformation

自2008年底以来,我国为应对国际金融危机而实施的积极财政政策已收到明显成效,经济企稳回升趋势日渐明朗。但在国内外经济仍存在诸多不确定因素的背景下,有必要继续坚持扩张性财政政策,筑牢我国经济触底复苏的基础。同时,应当适时推进积极财政政策的结构转型,调整财政投资重点、优化财政支出结构,为实现经济可持续发展奠定基础。

Since the end of last year, China＇s proactive fiscal policies in response to the international financial crisis have made remarkable achievements in stabilizing the economy. A stabilized upward economic trend becomes increasingly clear. However, although the current global economy has shown some signs of financial stability and gradually become stable, there are still many uncertainties. China should continue to implement expansionary fiscal policies to consolidate the economic recovery of the situation stabilized. Meanwhile, China should press forward timely the structure transformation of the proactive fiscal policies, reorient the fiscal investment and optimize the fiscal expenditure structure to promote sustainable development.
