Kaihua （开化）, a small county in Zhejiang Province, has turned down Lmore than 200 industrial projects worth a total of over RMB 1 billion （USD 147 million） in investment over the last five years in a bid to protect the upper reaches of the Qiantang River, the longest river in the province.
