货物分类通关改革在经过上海海关一年多的成功实践后,将在全国海关生枝散叶。货物分类通关改革将改变以往海关在通关模式上的平均用力,通过运用企业分类、风险管理等手段对通关货物进行风险等级的判别,然后区别对待。它将使低风险的货物通得更快,而那些高风险的货物也将被管得更严。
Following Shanghai Customs' implementation of a pioneer project on export goods,the General Administration of Customs of China has accelerated its Classified Customs Clearance Reform by extending the test to 14 other customs offices,including offices located in Beijing,Shanghai,Shenzhen,Nanjing,Qingdao,and Xiamen. Shanghai Customs also kicked off a test program on the classified clearance of import goods. Under the new mode of customs clearance,the customs office will estimate the risk levels of different goods by using enterprise classification and risk management. Low-risk goods will undergo the Speedy Release for Low-Risk Goods or the Documentation Checks for Low-Risk Goods while high-risk ones have to go through the Serious Check for High-Risk Goods. And the H2000 system will play a key role in real-time risk assessment. Apart from the computer-based inspection,the customs officials will also manually sample the documentation. All firms classified as A Level or above may submit the paper-based documentation within ten days after their goods have been released. And Shanghai Customs can release the goods of AA-Level firms after a fully automated check. The Chinese economy currently faces heavy downward pressure because demand in overseas markets remains weak and trade protectionism is rising. China Customs' new policy,though still in a pilot phase,will improve the efficiency of customs clearance and reduce costs for firms.
