The building of an innovative country is to bring the strategy of intellectual property rights into effect. The essential task and core objective of this strategy is to turn the products of innovation into intellectual property rights. This paper discusses the notion, features and significance of enforcing intellectual property rights. To effect such enforcement involves a clear awareness, a perfect system, strengthened management, a series of managerial personnel and a healthy educational system.
