环渤海区域特色经济发展与立法支持研究——以天津市服务外包产业政策分析为例

Development of Characteristic Economy and Legislative Support in Bohai Rim——Analyses on Industrial Policies of Tianjin’s Outsourcing

政府主导型的经济发展模式决定了区域特色经济的发展离不开政策的支持,环渤海经济区域以政府行政规章为基本形式的特色经济立法,已形成一定规模和体系并对特色经济的发展起到引导作用。但在特色经济培育的产业政策方面存在设计粗放、定位不准、监督乏力等问题,应从特色经济的确立和发展的角度来完善地方政府的立法行为。

The government-dominated economic pattern determines the fact that the development of the regional characteristic economy closely relates with the support of policies. The legislation of characteristic economy in Bohai Rim with administrative regulations as its basic form has taken shape and plays a guiding role in the development of the characteristic economy. However, there are still problems in the industrial policies for fostering characteristic economy, such as extensive design, inaccurate orientation, weak surveillance, etc. So the legislative activities of the local government should be improved and perfected in the light of the establishment and development of the characteristic economy.
