摘要
合同能源管理作为一种新型的市场化运作节能机制,已成为节能服务产业的重要组成部分,对节能工作起到了积极的促进作用。为了推进合同能源管理服务产业的发展,结合我们的工作实践,就立法保障、设立扶持基金、加大财税优惠、拓宽融资渠道、搭建第三方认证服务平台等方面提出了相关建议。
EMC is regarded as a brand new marketized energy-saving mechanism, which has become an important component of energy-saving service sector and played a promoting effect in energy-saving tasks. In order to promote development of EMC service sector, we should combine with work practices to propose relative suggestions on how to legislate to protect it, establish funds to support it, increase preferential fiscal taxation policies, expand financing channels and build up third-party approval service platform, etc.
