论《明日的田园城市》与中国土地制度改革

Garden Cities of Tomorrow and Rural Land System Reform in China

通过对埃比尼泽·霍华德《明日的田园城市》一书的研究,结合英国在快速城市化过程中曾经出现的矛盾和问题,对中国在城市化过程中出现的土地问题现状进行了调查,分析了中国城市发展及其土地制度的缺陷,并借鉴田园城市关于土地制度论述的精髓,认真思考了中国土地制度、城乡矛盾和解决"三农"问题的趋势,提出了解决经济发展和城市化过程中必须不断完善土地制度、建立公平机制、科学制定规划、促进土地经营流转,从而促进城乡共生共融、和谐发展的主张。

By studying the book Garden Cities of Tomorrow written by Ebenezer Howard, combining the contradictions and problems that appeared in the process of rapid urbanization in Britain, the author investigates the land problem situation in the urbanization process in China, analyzing urban development in China and the defects of the land system, referring to the soul of the land system in Garden Cities, carefully considering China＇s land system, urban and rural contradiction, the trend of solving problems concerning agriculture, peasants and rural areas. Based on the analysis, the paper puts forward the idea that we must constantly improve the land system while solving the problem of economic development and being in the urbanization process, build up a fair mechanism and promote scientific planning and the circulation of land management so as to establish a harmonious co-existence and co-prosperity of the urban and rural areas.
