农村信息化进程中的政治安全风险分析

An Analysis of the Political Security Risk in the Process of Rural Informatization

文章对农村信息化进程中的政治风险进行了研究,认为信息化在推动社会主义新农村建设的同时,也蕴藏着巨大"黑洞"。于政治层面而言,信息化给农村政治安全带来了多重风险:政治安全的经济基础受到威胁、政治控制弱化、意识形态泛化、党和政府形象遭到质疑、农村群体性事件多发等。因之,必须加强农村信息传播的立法,畅通"乡村-国家"信息传递机制,培养农村意见领袖,提高农民的信息素质,发挥大众媒体的社会主义传播功能,强化信息风险预警与应急能力,以规避信息化进程中的政治风险。

The paper analyzes the political risk in the process of rural informatization, arguing that informationization holds enormous ＂black hole＂ even when promoting the construction of new socialist countryside. In the aspect of politics, informationization brings multiple risks for the rural political security： the economic basis ofpolitical security being threatened, the weakening of political control of ideology, generalization of ideology, the blemishing of the party and the government image, and the frequent occurrence of massive disturbance in rural areas, etc. Therefore, in order to avoid the informationization political risk, we must strengthen the countryside information dissemination oflegislation, expedite ＂country-nation＂ information transmission mechanism, cultivate rural opinion leaders, improve farmers＇ information literacy, bring into display the role of the mass media dissemination, and strengthen socialist information risk prewarning and emergency meeting capability.
