江苏苏北农村普通初中体育教育存在的问题与对策

PE Problems and their Solution for General Rural Junior Middle Schools in Northern Jiangsu Province

通过问卷调查、实地访问和文献资料等方法,对江苏苏北经济欠发达地区农村普通初中学校体育教育存在的问题进行研究。结果表明:各级主管领导对体育教育的重视程度有所提高,但倾斜度不同,形成经费投入体育教育不公平;学校规模发展趋势两极分化,相差甚大,学校间生源严重失调,导致体育教育发展不平衡;体育教师总量有所增加,已基本满足体育教学的需要,但体育教师分布、配置组合失衡,从而在很大程度上影响学校体育教育的实施;体育场地、器材有所改善,但还是严重短缺,并且有效使用率不够高,在很大程度上阻碍学校体育工作的开展,这些因素严重制约了基础教育的均衡发展和素质教育的全面推进。据此,提出对策。

The existing PE problems are found out by questionnaire, on-the-spot interview reading documents for general junior middle schools in northern Jiangsu province. The results show that although the value of the leaders at grassroots level on PE is improving, they give their priority of investment to preference which leads to the unfairness of expenses. There is serious unbalanced PE development between schools due to the great difference in developmental scale and number of students. The general number of PE teachers has increased, which can satisfy the need of PE, but the distribution and the arrangement is not harmonized. Although the PE equipments and grounds have been made better than before, they are still in great shortage and in poor usage. These PE problems have seriously restricted the balanced development of the basic education and overall implementation of qualities education. Some suggestions are proposed to make a tentative solution.
