论西部农民市民化进程中的地方政府责任

On Local Governmental Responsibility in the Process of West Peasants to Urban Residents

国际国内经验表明,政府在农民市民化中扮演了重要的角色并发挥着积极的作用。应研究和遵从农民市民化规律,从本地区实际出发,探寻符合实际的农民市民化道路及其模式,尤其要注意对我国落后地区农民市民化道路特点的研究和把握。西部地区农民市民化包括农民的就地市民化、农民的异地市民化和城郊型农民市民化三种类型,应建立相应的地方政府责任体系和履责机制。

International and domestic experience shows that governments play active role in peasants to become urban residents. Chinese government should study and follow the law of peasants to become urban residents based on local reality, explore the real path for the peasants to become urban residents and its mode, and especially pay attention to studying and mastering the characteristics of the path for the peasants to become urban residents in the backward areas. The type of the peasants to become urban residents in west area include such three types as on the spot becoming urban residents, becoming urban residents in another place and becoming urban residents in their suburb, and corresponding local governmental responsibility system and its implementing mechanism should be built.
