摘要
伴随1999年的高校扩招,我国的高等教育逐渐在数量上进入大众化阶段。根据马丁·特罗的三阶段理论,大众化的实质不仅在于量化指标,同时也是高等教育的结构与功能、属性与理念等质的方面发生的变化。在我国大众化进程中,高涨的学费成为人们日益关注的焦点,高等教育大众化进程中的成本分担应当是怎样的,如何确定不同主体实际该承担的比例等问题日渐迫切,由此引发的高等教育领域中关于成本分担的公平问题也日益突显。只有在政策制订时增加理性的思考,考虑弱势群体的需要,才有可能实现真正的公平。
Since the expanding recruitment in1999,the higher education of our country goes into a popularize stage in the quantity gradually. According to Martin.Trow's three stages theory, the substance of the massifieation not only lies in the index sign of the quantity, but also the changes in the structure and quality deminsions such as function, attribute and principle of the higher education. In the process of massifieation in our country, the upsurging school fees become the focus of people increasingly, what is the cost shares inn this process, how to definite the proportions that different people should undertake. At the same time, the fair problem on cost shares in the field of higher education is becoming more and more obvious. Only adding reasonable thinking when we make up policy and considering underprivileged group can we realize true equality.
