摘要
电动自行车在居民日常出行工具中所占的比例增长迅速,但其废旧蓄电池对环境的危害却没有得到足够的重视。废弃铅酸电池中的铅、镉等有毒重金属以及酸液等会对土壤和水源造成严重污染,还会引发人体代谢、生殖及神经等方面的疾病。我国的铅酸电池回收企业以小厂居多,普遍存在着规模小、技术落后、环保措施不力等问题。采取政府参与和市场化相结合、监管处罚与鼓励扶持相结合的途径、积极推进新型环保电池研发是今后工作的重点。
The toxic heavy metals, like lead and cadmium and the acid in the battery will lead to human metabolism, reproductive and neurological diseases. China's lead - acid battery recycling plants are mostly small plants. Small scale, backward technology, and ineffective environmental protection measures are prevalent among these plants. To take a combination of government involvement and market - oriented and a combination of regulatory penalties and encouragement, and to actively promote research and development of new environmentally - friendly batteries are the focus of future work.
