加快推进西峰区城乡一体化进程的新思考

A Consideration on Speeding up the Integration of Urban and Rural Areas in Xifeng District

西峰区在农业结构调整、城镇建设、民生服务、城镇规划等方面取得了显著成绩,但由于受历史、自然、地域条件,特别是经济发展相对滞后、建设资金严重短缺等因素的制约影响,全区城乡一体化进程缓慢,管理水平低下。必须在加强体制创新、城乡规划、农村剩余劳动力转移、长效化机制推进等方面采取有力措施,认真加以解决。

Remarkable progress has been made in agricultural structural adjustment, urban and rural construction and planning, and public services in Xifeng District. However, low integration rate and management level, and other unfavorable situations are the result of many factors, such as backwardness in historical, natural and geographical condidons and economic development, and shortage in construction capital. Accordingly, institutional innovation should be implemented, urban and rural planning should be more scientific, surplus labor should be transferred rationally and a set of long-term-oriented mechanism should be established to speed up the integra- tion of urban and rural areas.
