国际贸易中的“绿色壁垒”及中国的对策

"Green Barrier" and Chinese Countermeasure in International Trade

传统国际经贸活动及政策使国际贸易发展与环境保护之间存在许多矛盾。"绿色壁垒"成为新一轮的贸易保护主义,各国从自身利益出发制定单纯以盈利为目标的贸易政策,许多政策不支持环境问题。基于环境目标,国际贸易的新视野应该包含:盈利的、半盈利的、非盈利的各种方式达到环境目标;发展中国参与环境外交,参与制定、修订国际环境标准及标志;发达国家应主动承担环境责任采取相应的手段及补偿式投入;国际环境协调及硬约束的方式要提到实际工作日程上,以平衡贸易保护与全球环境之间的关系。本文通过分析当今国际贸易呈现出的新问题,以及协调贸易与环境关系的必要性,提出现行国际贸易活动与环保矛盾解决的办法及中国如何遵循绿色国际贸易的新思考。

There are a lot of contradictions in practicing and policy from traditional international economy and trade. ＂Green barrier＂ becomes trade protectionism of new round. Make the simple trade policy taking making profits as goal on which various countries proceed from one＇s own interests causing a lot of policies do not support the environmental protection. For environmental goal, the new visual field of international trade should include：taking various measures reach the environmental goal; developing countries should participate in environmental diplomacy, participate in making, revising international environmental standard and sign; the developed country should bear environmental responsibility and adopt corresponding means and compensation voluntarily;the international environment is coordinated and the hard way to restrain from should refer to the real work schedule; the relation is balanced concerning trade protection and global environment. The article analyzes the new problem demonstrated in international trade and coordinates the necessities of trade and environmental relation.
