国外巨灾保险制度体系评介分析

建立完善的巨灾保险制度体系是巨灾风险管理的有效有段。本文比较详细介绍了国外巨灾保险的先进经验，主要是美国、日本巨灾多发国家的巨灾保险制度体系，包括巨灾保险项目或计划的内容、风险管理办法，损失补偿基金来源，再保险及巨灾风险分散和转移等，并对其巨灾保险制度进行优劣分析，指出目前存在的不足，为我国巨灾保险制度体系的建立和完善提供可借鉴的经验。

The establishment of the catastrophe insurance system is an effective risk management approach for catastrophe risk. This paper described the advanced experiences of foreign catastrophe insurance in more detail, mainly the United States and Japan＇s catastrophe insurance system, including catastrophe insurance coverage,the contents of the plan, the risk management methods, the sources of loss compensation fund, reinsurance and decentralization and transfer of catastrophic risk and so on. This article analyzed the advantages and disadvantages of catastrophe insurance system, pointed out the existing insufficiency at present and provided the experience for our country to establish and improve the catastrophe insurance system.
