京津冀三地高新区经过高速发展之后，由竞争走向合作，由独立发展到合作发展是个必然的发展路线。本为在充分分析京津冀高新区发展现状的基础上，提出阻碍三地高新区合作发展的瓶颈因素，在此基础上提出促进京津冀高新区合作的机制。

Beijing--Tianjin--Hebei high--tech zones, after high--speed development, from competition to cooperation, is an inevitable development path. Based on the analysis of Beijing, Tianjin and Hebei high--tech zones, propose the bottleneck factors of hindering cooperation in the development of high--tech zones. Based on the analysis, we promote co--operation mechanism.
