软件服务市场逐渐成为21世纪全球软件企业创造利润的新领域和新空间，引起全球的广泛关注。文章通过构建区域软件服务业发展状况评价模型对我国主要从事软件服务业务的城市进行横向比较，分析南京市软件服务业在国内的发展地位，并提出南京软件服务业的发展对策。
