It elaborates the following points of view: the same trend of high-speed for passenger traffic in the world railways, significance of high-speed railway in modern composite communications transport system, and construction of high-speed railway featured the Chinese style according to national situation. Meanwhile, it proposes to start the construction of high-speed railway in Beijing - Shanghai busy corridor so as to accumulate the experience and promote the development of science, technology and social economy.
