摘要
论述了国有大中型企业的富余人员问题形成的主要原因,是观念、政策和体制等多种因素共同作用的历史积淀。提出应以开发利用富余人员作为指导思想,动员社会一切力量,坚持多向分流,并通过制度创新,增强活力,将培植新的经济增长点作为“冗员”消肿的根本途径。
The problem of unnecessary workers in large state owned enterprises is discussed, including factors such as traditional ideas, old economic policies and systems. Factors involved in building a modern enterprise system are presented as ways to solve the problem.
