建立完善专家咨询制度,是马克思主义执政党的本质属性,是加强党的执政能力建设的根本要求,是依法治国,实现科学执政、依法执政、民主执政的必然选择,是提高党委、政府决策效能、完成新时期改革发展各项任务的需要。地方党委、政府在运用专家咨询方面存在着决策主体思想认识存在偏差、专家咨询制度不健全不完善、专家咨询运行机制不够规范、专家队伍建设不够有力、专家咨询制度的社会氛围不够浓厚等主要问题。地方党委、政府要转化观念提高思想认识,高度重视决策咨询工作;加强制度化建设,提高专家咨询工作的制度化、规范化水平;构建并完善运行机制,确保专家咨询工作有序、高效运转;健全专家咨询保障机制。

To establish and perfect expert consultation system is the essential property of Marxist ruling party, and it is also the fundamental requirement to strengthen the party＇ s governing capacity. The expert consultation system is the necessary choice of rule of law and realizing the scientific and democratic governance. It is the requirement to improve the decision efficiency of party committee and government and complete various tasks in the new period of reform and development. But problems exist in the operation of this system. Deviations exist in the decision - making principal part. The expert consultation system is imperfect and distempered. Its operation mechanism is not standard. The expert team is not effective and the social atmosphere for this system is not strong. Local party committees and governments should improve the understanding and attach great importance to the consultation work. The construction of institution should be strengthened and the institutionalized and standardized level of this work should be improved. The operational mechanism should be built and improved to ensure the orderly, efficient and sound expert consultation work. And the guarantee mechanism of expert consultation should also be enhanced.
