The current status of the development of higher vocational education will be analyzed from the the theoretical concept of scientific development perspective in this paper. Solving the issues of the development requires the scientific development not only within the education system, but also the outside the system, especially the national and social support.To the development of higher vocational education, It is very essential to adhere to the ＂people-oriented, comprehensive, coordinated and sustainable＂ development concept, to promote higher vocational education system to make adjustments and reforms, and form a training model in line with scientific development and reform measures.
