摘要
经济适用房作为一种救助性住房保障方式,由于其本身固有的某些缺陷,导致了推行过程中问题频出。我国遭遇国际金融危机以来,部分城市在房地产"救市"中对经济适用房实施了货币补贴的办法,但这并不能根除经济适用房本身存在的痼疾。从国际经验看,我国也应当逐步过渡到以租赁补贴为主的救济性住房保障,但这需要一个过程。眼下则需要对现行的经济适用房制度进行改进和规范,以达到补偏救弊的目的。
Econmically affordable housing as a rescue mode of housing social security, because some of its in- herent defects, has led to the process of implementation problems frequently occur. Experience of the interna- tional financial crisis, some cities supply monetary subsidies for economically affordable housing in the process of saving their real estate market, but that does not eliminate the inherent defects of the economically affordable housing. Judging form international experience, China shoule gradually change to rental subsidies, which mainly to the relief of housing security system, but it requires a long process. Right now we need to improve and standardize economically affordable housing system in order to achieve rectify purposes.
