从巴统到限制军售——西方对我国技术出口管制的历史演变

From COCOM to Control on Military Exports

巴统建立的根本目的是防止和限制西方的战略物质、高技术及产品流向社会主义国家。尽管巴统已经不复存在,但是美国的冷战思维仍然在军售问题上表现出来。美国对我国的出口管制将因为美国长期视我为潜在对手而长期存在,我们应该充分认识到技术出口限制的长期性和复杂性。

The goal of COCOM was to control the exports military materials And technology from the western to socialist contraies. Because of the Cold War thought in US, we should kwon it clearly that control for technology exports would last for long time, even if COCOM has not existed.
