“大部制”改革在高校延伸的探索

The Exploration of the ＂Super-Ministry System＂ in Colleges and Universities

2008年的春天，“大部制”成为“高频词”。中共十七大报告明确提出：“加大机构整合力度，探索实行职能有机统一的大部门体制，健全部门间协调配合机制”。自此，大部制改革拉开新一轮政府攻坚战的序幕。目前高校普遍存在的机构重叠、人员庞杂等问题严重影响了办学效益。与政府的大部制改革一样，高校同样需要进行大部制改革，从而真正建立以学术为中心的权力体系。

In the spring of 2008, ＂Super-Ministry System＂ became the ＂High-frequency word＂. The Seven- teenth National Congress of the Communist Party of China has already claimed officially that ＂We should enforce the efforts about institutional integration, explore an effective system and perfect the harmony mechanism among the departments＂ Since then, the reform of the Super-Ministry System came to a new round. At present, such common facts as the overlap of the agency and the large number of personnel, ly- ing in the common colleges and universities, have seriously affected the working efficiency. As the govern- ment, the colleges and universities also should take measures to go on such a reform to form the power system which concentrate on the academic development.
