摘要
竞争是装备采购体制改革的核心,充分引入竞争制度对提高装备采购效益起着重要作用。回顾了我军建立竞争制度中取得的成绩,反思了存在的问题;提出了竞争制度应遵循的基本原则;构建了以竞争制度为核心的装备采购制度体系。
Competition is the core of equipment purchase innovation,and fully introducing the competitive system is very important to improve the benefit of equipment purchase.The paper rethinks the achievements and problems in our competitive system,puts forward the basic principles which the competitive system should adhere to,and then builds a purchasing system based on the above competitive principles.
