摘要
文章总结了现有规划环评指标体系与城市生态环境相关评价指标的特点和不足,在针对城市总体规划的主要内容进行了详细的环境影响识别的基础上,明确了城市总体规划主要的环境影响因子分为规划目标、城市规模、城市布局三类.受城市总体规划影响较大的环境要素主要是水环境、生态环境和资源三类。以此为依据以城市总体规划的主要内容为出发点,以主要环境影响因子的环境合理性为目标,构建了城市总体规划环境影响评价的指标体系框架,并考虑评价指标的可操作性和代表性,有针对性地提出了22项具体评价指标,分为必选指标和可选指标两类,初步形成了可选的具体指标集,较好地覆盖了城市总体规划对环境影响的主要方面。并以福建省长汀县城市总体规划环境影响评价为例进行了指标集可行性的验证,得出了评价结论。
This paper summarizes the characteristics and lack of the existing evaluation index system which used for plan environment impact assessment and urban ecological environment assessment. The author summarized the main contents of the master urban plan and identified the main impact that the plan would send to the environment. Based on the resuits, the author identified three categories of environmental impact factors: planning objectives, urban scale and urban layout. The environment sensitive elements were water environment, ecological environment and resources. Based on the main elements of the master plan and the main environmental impact factors, the auther identified an evaluation index system framework. Considering the feasibility and representative of the evaluation index, the auther identified 22 indexes, divided into optional and indispensable, which covered the main impact that the plan would send to the environment. Finally, taking Changting Country as an example, the author verified the feasibility of the evaluation index system and got the evaluation conclusion.
