北京市社区卫生服务药品和医用设备的供应情况研究

Supply Situation of Drugs and Medical Facilities for Community Health Services in Beijing

目的对2006年北京市政府出台的《北京市社区卫生服务中心(站)基本设备标准化配置的通知》和《北京市社区卫生服务药品、医用耗材采购供应管理办法》进行效果评价。方法基于北京市社区卫生服务常规监测网络平台,收集北京市18个区县的社区卫生服务机构的药品和医用设备的供应情况;并对社区卫生服务机构的相关负责人员进行个人深入访谈。结果政策改善了社区卫生服务机构药品和医用设备的配置和供应,但也存在一些亟待解决的问题。结论建议根据居民对社区卫生服务的需求和利用情况,及时、合理地配置设备,并予以维护;灵活制定社区卫生服务机构的药品目录,加大药品采购、配送、销售、使用过程中的监管,完善配套措施,真正发挥药品供应政策的公益性质。

Objective To evaluate the effect of two policies which are established in 2006 named ＂Basic Facility Configuration Standardization of Community Health Service Center （Station） in Beijing＂ and ＂Drugs and Medical Supplies Procurement and Supply Management Methods of Community Health Service in Beijing＂. Methods We collect the data on supply situation of community health service institutions from 18 districts in Beijing, based on Beijing community health service routine monitoring network platform, and also by means of individual interviews of the relative officials from the institutions. Results The policy improved the configuration and supply of drugs and medical facilities in community health service institutions, but thee were still some issues requiring urgent solution. Conclusion It is necessary to get timely and rational allocation, and maintenance of facilities according to the demands of residents for community health services and the utilization condition. ,Meanwhile, government should flexibly establish the catalogue of drugs in community health services; strictly supervise and regulate the process of drug procurement, distribution, sale and use; and improve the matching measures so that the public welfare of drug supply policy will get evident.
