摘要
目前的农村产权制度制约着农村人口城镇化进程中的资产建设,需要进行相关的产权制度创新。一是建立合理的农村产权架构;二是确定合理的土地使用权期限;三是制定合理的土地转让条件和转让对象,并在转让后将农村定向性资产转化为城镇定向性资产。
The current rural property system needs an innovation because it has restricted the assets building in the process of urbanization for rural population. We think it can be resolved from the following aspects: first, establish the reasonable structure of rural property; second, determine the reasonable land use term; third, formulate the reasonable land transferring conditions and partners, and make the rural orientated assets to town orientated assets after the transformation.
