摘要
随着国际高端石油工程建设的发展,发达国家业主在招标文件中明文要求总包单位提供风险管理计划和建立相应的管理制度。文章根据国际风险管理标准和海外石油工程的业务背景,对投标阶段的风险管理进行研究,提出投标阶段风险识别、风险量化评估、处置方法及风险管理流程,据此进行软件系统功能设计并开发成风险决策支持系统。
With the development of international high-end petroleum engineering, the documents to invite public bidding offered by owners from developed countries demand the general contractors to present risk management plan and to establish corresponding management system. According to the international risk management standards and based on the overseas petroleum engineering background, this paper studies the risk management in bidding phase, puts forward the methods of risk identification, risk quantified assessment, risk treatment and risk management process in bidding phase. Hereby the functional design of a software system is conducted and the risk decision-making support system is developed.
