60年来中国农民社会保障体系的历史演变与未来发展

Historical Evolution of the Chinese Farmers' Social Security over the Past 60 Years and Its Future Development

我国农村社会保障制度在60年的发展历程中,可谓屡经波折。文章介绍了建国以来我国农村社会保障制度的历史演变过程,可以大致分为五个阶段,分别是萌芽阶段、形成和发展阶段、异常发展阶段、改革阶段与全面建立农村社会保障制度阶段,分析了60年来我国农村社会保障方面取得的成就和存在的问题,并探讨了我国农民社会保障未来的发展方向与具体的政策建议。

Over the past 60 years, the Chinese farmers＇ social security system hasn＇t developed smoothly. This paper discusses its historical evolution since the founding the People＇s Republic of China, and divides the process into five stages： the beginning stage, the formation and development stage, the abnormal development stage, the reform stage, and the stage of constructing overall social security system in the rural areas. Furthermore, it analyzes the achievements and the problems of the past 60 years, and finally it probes into the orientation of future development of the Chinese farmers＇ social security and puts forwards some strategic suggestions.
