苏州市流动人口集宿区公共服务设施供需状况调查及对策分析

An Investigation on Supply and Demand of Public Facilities of Transient Population Dormitory Area in Suzhou and Their Countermeasure Analysis

为解决流动人口的居住问题,苏州提出了集宿区的居住模式,但其公共服务设施配置缺乏针对性、规模和种类不足等问题突出。文章以供需状况调查为基础,研究了问题的成因并提出了公共服务设施配置的具体对策。集宿区作为城市化特定阶段的过渡性产物,将必然朝着社区化的方向发展,只有完善相关政策、规范建设和管理、加强规划控制和引导,才能实现资源的有效利用以及建设和谐社会的目的。

In order to solve the housing of the transient population, Suzhou proposed a housing pattern of the transient population dormitory area（TPDA）. But there are still some prominent questions, such as the lack of pertinence in the public facilities＇ disposition, the insufficiency of the scale and the type. Based on the investigation on the supple and demand of the public facilities, the article studies the causes of the question and proposes the concrete countermeasure for the disposition of the public service facilities. As the transitional product of the specific stage in the urbanization, TPDA will inevitably develop to be the community area. Only with the consummation of the related policy, the normal construction and management, the strengthening of the plan control and guidance, can the effective use of the present resources and the construction of harmonious society be realized.
