农村土地流转的障碍与市场化流转机制的建立

Barriers of Rural Land Transference and the Establishment of Market-oriented Mechanism

推动和规范农村土地承包经营权流转是稳定和完善农村家庭联产承包责任制的重要内容。本文首先概括了农村土地承包经营权流转存在的问题,然后从政府和社区行为的角度,对流转问题产生的原因进行了新的解释,提出解决土地承包经营权流转问题的关键在于建立市场化流转机制。文章分析了土地承包经营权流转市场的主要特点,并在此基础上提出了建立市场化流转机制的对策建议。

To promote and regulate the transfernce of rural land contracting management right is an important content of stabilizing and improving the rural household contract responsibility system. This article firstly summarizes the existing problems in the transference of rural land contracting management rights, and interprets some new causes of these problems from the per- spective of the government and community behavior. The author then proposes that the key issue to solve these problems is to establish market-oriented transference mechanism. This article also analyzes the main features of the rural land transference market. Based on these analysises, this article further proposes some countermeasures and suggestions on establishing marketoriented transference mechanism.
