海南"生态立省"战略的支撑体系构成主要包括思想文化、政策法律、经济基础、科学技术四个方面。思想文化支撑来自生态伦理的历史传承、工业文明的深刻反思、绿色消费的文化环境、科学发展观的国家意志;政策法律支撑依靠城乡一体化发展、主体功能区合理布局、"绿色GDP"评价体系、体制机制创新和特区立法权的运用;经济发展支撑依靠超前的基础设施建设、"新兴工业省"的实现、"国际旅游岛"建设、"自由贸易岛"愿景;科学技术支撑依靠科技创新、绿色技术的采用、循环经济、绿色项目的国际合作。"生态立省"战略支撑体系建设是一个庞大的系统工程,须政府主导、企业主动、全民主体,共同推进。

The support system of Hainan ＂Construction Eco-province＂ includes ideology and culture, policy and legal, economic development, science and technology. The support of ideology and culture comes from the historical heritage of ecological ethics and, the reflection on industrial civilization, the environment of green consumption culture, the scientific concept of development will of the state. The support of policy and regulations relys on integrated development of urban and rural areas, the rational distribution of the main functional areas, the ＂Green GDP＂ evaluation system, institutional innovation and the application of the SAR legislative power. The support of economic development depends on the advanced infrastructure construction, the realization of ＂Emerging Industries＂, the construction of ＂international tourism island＂, the vision of ＂free trade island＂. The support of science and technology lies on the innovation of science and technology, the adoption of green technology, recycling economy and international cooperation of green project. The construction of the support system is a great system project, which needs government-ledding, business initiative, all the people including and jointly-promotion.
