It analyzes the motivation and the basis for talents cultivation program for higher technical and vocational institutions introducing the idea of action orientation,explores and discusses how to establish actionoriented talents cultivation program for higher technical and vocational institutions,and points out that self-learning ability of students should be placed in a prominent position,so as to guarantee the capacity of student for sustained development after they participating in work.
