摘要
介绍了多项目管理框架定义的四个基本分工层次:高层领导团队,项目总的负责人,计划制定部门,项目团队;并分析实施多项目管理面临的问题,引入PMO工具,有效地解决多项目管理的问题,不但摆脱了直线职能型组织应对多项目管理力不从心的尴尬局面,而且还避免了矩阵型组织徘徊于"职能"和"项目"之间的两难境地。
With numerous enterprises adapting project-management to handle their running activities, project-management has become essential for them. This paper introduces multi-projects management's four basic layers: the high leading team, the project's chief manager, the planning department and the project team and analyses the problems that may occur. Adapting PMO tool can solve the multi-projects management problems effectively, not only free from the embarrassing situation in which line and function organizations can't perform multi-projects managernent, but also avoiding the dilemma in which matrix organizations waver between heir "function" and the "project". It also provides solutions to such problems as the coordination and resource allocation during the multi-projects management and provides, specifically, for the construction enterprises, a new multi-projects management pattern to coordinate the different departments and to allocate resources.
