摘要
通过分析招标投标中过分追求形式公平、忽略技术和信誉,导致无法择优选择的现状,提出应对的措施,以维护招标人和投标人的权利,达到公平竞争、择优选择的目的。
Through analysis of pursuit form fair,ignoring technology and credit in bidding,which led to un-preferential choice status,the countermeasures were proposed so as to maintain bidder and tender right and obtain compete fairly and choose preferentially.
