摘要
按照煤层划分井(矿)田境界,是煤炭部门已执行多年的常规方法;以地面划分井(矿)田境界,是近年来国土资源部门提出并要求遵守的新方法。文章分析了井(矿)田境界常规方法与新方法的差异。结论认为,井(矿)田境界是以划分资源为主体,应该以煤层境界作为井(矿)田境界;新方法确定的井(矿)田境界储量浪费或呆滞量比例过大,与建设节约型社会不符。建议国家相关部门统筹研究井(矿)田境界的位置,提出可行、合理的政策规定。
The minefield boundary classified with the seams was a conventional method conducted many years in the coal departments. The minefield classified with surface ground was a new method provided and required abided by the National land and resources departments in the recent years. The paper analyzed the difference between the conventional method and the new method of the minefield boundary. The conclusion held that the minefield boundary was classified mainly by the resources and the seam boundary should be as the minefield boundary. There would be large waste and the over large stagnant quantity for the reserves of the minefield set by the new method which would be against to build a saving society. It is proposed that the certain department of the state should plan as whole to study the location of the minefield boundary and should provide the feasible and rational policy and regulations.
