基于三螺旋理论的政产学研合作模式与机制研究

Study on the Mode and Mechanism of the Cooperation of Government,Industry,University and Research Institute Based on the Triple Helix Theory

以三螺旋理论为支撑,分析"大学-产业-政府"之间的互动关系,提出政产学研合作模式应重点发展"组建研发实体"等高级模式,适应产业技术重大创新的需求,建立产业技术层面的战略合作,且必须积极争取政府的参与、协同和投入。最后,提出了政产学研合作中的各种机制策略和建议。

This paper analyses the relationship of university- industry-government based on the triple helix theory, brings forward some main viewpoints of cooperation of government, industry, university and research institute. R＆D entity mode should be mostly he considered, the new mode should be fit to the need of fatal technology innovation and the strategic cooperation, and the government must zealously participate in the cooperation, invest and club together. Then it brings forward the main mechanism tactics and suggestion of the cooperation of government, industry, university and research institute.
