Study on the Assessment System of the Implementation of National Innovation Strategy for Ecological Effects

国家创新战略实施效果的生态化就是要使创新战略的实施达到生态效益、经济效益、社会效益3个方面的有机统一。围绕这3个方面,构建了由3个层次、3个系统、13个子系统、44项具体指标构成的国家创新战略实施效果的评价指标体系,并建立模糊综合评价模型反映创新战略实施效果。

The ecology of the implementation of national innovation strategy is to achieve an organic unity of ecologic benefits, economic benefits together with social benefits. Concentrating on such three aspects ,the article constructs the evaluation index system of the implementation of the national innovation strategy composed by an 3-level,3 systems, 13 sub-systems and 44 specific targets. Moreover,it establishes fuzzy comprehensive evaluation model to reflect the implementation of innovation strategy.
