摘要 现代科技的发展和市场经济体制改革的深化,使得人才日益打破单位和部门所有,成为社会化的人才,人才的利用方式也随之发生变化。人才多渠道柔性利用是一种新型的用人方式,是指对人才的利用不仅仅依靠区域内所属单位的人才来创造效益,而是放宽政策,走借"脑"发展之路,不拘一格引进智力,采取多样化的、柔性的利用形式实现与区域外部的人才的共享,这样既能节省用人成本,又能提高人才利用效率。基于人才多渠道柔性利用的核心理念、发展层次与阶段以及基本形式,提出了实施人才多渠道柔性利用的保障措施。 With the development of modem science and technology and further reform of market economy system,the talented people are increasingly becoming socialized talents instead of working for their own unit or department as before, and the talents utilization mode changes correspondingly. The diversified and flexible utilization of human resource is a new way of employing talents. It is not depending on the talents of the units in the region to create benefit,but recruiting talents of all kinds by broadening policy and using talents flexibly to share the human resource outside region,which saves the human resource cost and improves the utilization efficiency of human resource. This paper gives a detailed description of core concept,development levels and stages, basic form as well as guarantee measures of diversified and flexible utilization of human resource.
